If you want to know of a good camera to take your pictures with, or are having problems with your camera, then use the 'camera' section. If you want to know how to take good photos or have them critiqued, then use the photography section. This is a 'general' thing though, and either section will do if you aren't sure what sort of question you are asking.

Photography related questions should be asked in the photography section... Camera related questions should be asked in the camera section.

Kris has the answer, if the question deals with the camera itself, then camera section. If the question is more about capturing the image, then ask it here in photography. When in doubt, maybe it straddles the line, ask in both.
